From 1961 militant separatist efforts developed, which v. a. since the fall of the monarchy in Ethiopia (1974) expanded into a guerrilla war, supported in particular by the Eritrean Liberation Front (ELF) and the Marxist-Maoist-oriented Eritrean People’s Liberation Front (EPLF). With the support of Soviet and Cuban armed forces, Ethiopian troops were able to temporarily restore control of the central government over large parts of Eritrea (1978), but without being able to completely push back the insurgents. The EPLF built up its own civil administration in the so-called “liberated areas”, including schools, hospitals and village parliaments. Social reforms, e.g. B. to improve the situation of women (approx. 30% of the members of the army were women), In addition to military operations and ideological training, they were one of the focal points of the EPLF’s activities. In order to politically counteract the liberation movement that had gained strength in the 1980s, the Ethiopian government declared Eritrea an autonomous region on the basis of the 1987 constitution. In June 1998 there was a war with Ethiopia due to economic differences and different territorial claims, which flared up again in 1999, expanded into the interior of Eritrea in early 2000 and was ended in June 2000 by a ceasefire agreement; the war claimed around 20,000 deaths. A peace treaty signed in December 2000 provides, inter alia. a general renunciation of force and a several kilometers wide buffer zone at the common border under UN supervision (established in April 2001). An independent commission set up as part of the peace agreement laid down the border between Eritrea and Ethiopia in April 2002; however, the result was not recognized by the Ethiopian government. The local border demarcation has since been blocked by the Ethiopian government. The court of arbitration in The Hague set Ethiopia a deadline of November 2007 to recognize the border determinations made. Ethiopia let this ultimatum pass. The tensions between Eritrea and Ethiopia intensified again as a result. With reference to the smoldering conflict undermined Afewerki domestic reform efforts. Free elections were announced several times, but repeatedly postponed. In June 2008, fighting also broke out on the disputed border with Djibouti. In July 2008 the UN Security Council decided not to extend the UN mission and to withdraw the 1,700 UN soldiers stationed in the Ethiopian-Eritrean border area. In 2009, the UN Security Council reacted to Eritrea’s military activities in the Somali-Eritrean border area and support for Islamist groups in Somalia with sanctions (including arms embargo). Relations with the United States also remained tense as a result of these events. In 2010, Eritrea and Djibouti agreed to find a negotiated solution to their border disputes. In January 2011, Ethiopia accused Eritrea of planning an attack on the African Union (AU) meeting in Addis Ababa. Eritrea denied the allegations, but a report by the UN Monitoring Group for Eritrea and Somalia in July 2011 found the allegations credible. In December 2011, the UN Security Council therefore tightened the sanctions against the country that had been in place since 2009. He also accused Eritrea of continuing to support the Islamist militias of al-Shabab in Somalia. In January 2013, a coup attempt by mutinous soldiers who had called for political reforms failed. however, a report by the UN Monitoring Group for Eritrea and Somalia in July 2011 found the allegations credible. In December 2011, the UN Security Council therefore tightened the sanctions against the country that had been in place since 2009. He also accused Eritrea of continuing to support the Islamist militias of al-Shabab in Somalia.
