4. Step-by-Step Application Workflow

Unlike other standard global funds, you cannot apply directly to an Azerbaijani university first. The system relies heavily on a centralized government nomination model.

Following the precise operational flow outlined below is vital to prevent automatic technical rejection.

The Application Sequence

1.Secure a Local Government Nomination:Phase 1: Local Authority Screening.

Apply through your home country’s designated scholarship authority (e.g., Ministry of Higher Education, Ministry of Foreign Affairs, or the Azerbaijani Embassy in your country). Submit your physical or local digital files for screening.

2.Receive Official Selection Confirmation:Phase 2: Nomination List Approval.

Wait for your home country’s evaluation board to approve your dossier. If selected, your local authority will officially forward your name to the Azerbaijani Ministry of Foreign Affairs as an approved national nominee.

3.Access the Central SIACAS Portal:Phase 3: Digital System Registration.

Once nominated, access the official state platform—the Study in Azerbaijan Centralized Admission Service (SIACAS) portal at portal.edu.az. Create a new user profile using your verified passport information.

4.Complete Academic Profiles & Major Selection:Phase 4: Document Verification.

Log into the portal during the official registration window. Select up to three preferred university programs, upload your notarized academic certificates, and attach your local nomination reference.

5.Pass the Institutional Interview:Phase 5: Final Selection.

The designated universities in Azerbaijan will review your portal uploads. Shortlisted applicants will receive a digital link to complete a virtual academic interview, with final award results announced via the portal.

Final Strategy for Applicants

The secret to a successful submission through the Azerbaijan portal lies in passing your domestic screening phase. Ensure your motivation letter highlights how your field of study will contribute to bilateral ties or cultural exchange between your home country and Azerbaijan. Keep an eye on the official local ministry alerts, as local nomination deadlines usually close weeks before the central SIACAS portal final deadline.
